C409 is correct. It appears as if some one toped off the fluid the had to replace the pads and hense the apperance of over full. I never top off break fluid when doing normal maintance for this simple reason. If the levels are toped off when the pads are replaced there will always be enough fluid in the resivor when the pads are worn completly down, It also is a easy way of telling the condition of your pads. If the fluid is down then you know it is time to take a hard look at the pads. Some may disagree but if you know your car it works real well

Considering how dark the fluid is in the original post, I recommend a fluid change. To coin a phrase: old fluid causes new problems.

My car came with the single reservoir and I changed it to two reservoirs so I could keep track of what was happening.

Ok...

Flushed brakes with new fluid, my first time, that was fun. Had my daughter help by pushing the brake pedal, she loved sitting in the drivers seat.

New Wagner pads all the way around. When changing the pads piston movement seemed fine, calipers seem ok. Rotors look/feel fine.

Car feels like it is braking about the same... slightly better, just slight.

I like the brake feel honestly, very progressive. The issue I have is stopping form lets say 70mph the brakes don't feel like a strong point of the car. Maybe I am used to my Lexus brakes and that is the issue?

Pedal does not take a lot of effort at all to stop at cruising speeds, a lot of effort from 70ish speeds results in a non dramatic stop that seems to take too long a distance (compared to my more modern vehicles). I don't feel like I could lock up the brakes and lose traction.

Is it normal with the hood up to be able to hear "pssssh" when the brakes are applied at the booster. I assume the booster is fine as the brake pedal drops when the brakes are held and car started and after the car is off multiple pedal pushes will get rid of all the vacuum and get hard. So I think the booster is fine.

During bleeding the MC seemed to operate properly.

Thoughts?

P.S. I am fine with the braking where it is if it is normal, I want to maintain the car to factory specs in most regards including keeping the factory wheels (I am going to upgrade the exhaust).

Well my 93 doesn't inspire much confidence in the braking department either; I am searching for the best option to get the stopping power it should have.

I really think I am just spoiled by my Lexus GS400.
