No horn '87
I found the relay and it clicks when you press the horn button so the horn button is okay and relay is okay.
What I find curious is that the passenger side horn (high note?) is not connected to anything. There is a connector with two wires nearby that matches the one attached to the drivers side horn but the spot to connect to the horn has a different shaped connection and the two do not match up. Is there a pigtail that is supposed to make the transition from the rectangular shaped connector to the more oval shaped connection on the horn itself.
Have not tested the horns yet, will do that tonight. So guessing it is either bad horns or bad wiring somewhere along the way.

one side may have been replaced at some point, stolen or borrowed off another car. After being installed the owner figered out that the connectors were different and walked away....
I'd get the DVM or even the test lite and get some help and see if the connectors on each side are HOT when you hit the horn button. If NOT, I'd go back to the relay and start tracing from there. Just because that relay clicks does not necessarily mean its good.
Do some poking around with the test lite and see whats going on.

its difficult to believe how expensive horns are ! These things as simple as they are, can run $25ea and the nice ones that are dual tone are twice that !
Makes me want to go back to hand gestures! (never really got away from that!)
