Hi, I have a feeling its a ground, but havent looked at anything yet. All the signal lamps work as does the HL's. The dash blinks when the 4 way is used. If I can get a point in the right direction it would help. The FSM doesnt give any info.

I have seen this when the battery voltage is very low, especially when idling. It shows up when sitting at a traffic signal with the turn signal on. It's normal if it's just a slight pulsing of the brightness.
If it's a major change in brightness then you have a problem. Check the ground connection for the cluster on the driver's side hinge pillar. It's just above the dash brace.
