I have a 94 conv. The power antenna works except when down it still stays up 3-4 inches. Is this normal or is there an adjustment to lower it out of sight?

There a piece of the ribbon probably broken off in the bottom of the assembly that restricts it from going down all the way. The antenna unit has to be removed from the car disassembled cleaned out and a new replacement antenna rod installed.
The 94 if like mine is riveted together with plastic rivets. They have to be drilled out and a screw installed to get keep together. If you are going to do this, there are lots of threads as I have written on also. If you want the links, ask.
