Default 92 LT1 fuel pump relay?

I have a no fuel flow situation, and probably approached it backwards.. After no start, I checked that the fuel pump was not operating by removing and testing it, so I replaced it. The new fuel pump did not engage. I then checked the fuse in the main fuse panel by the passenger door, and although the fuse is good, it has no current running across the fuse.

So I researched and thought it was a relay (the middle one with 5 prongs under passenger dash). The thing is this relay tests good. I removed the relay and it "clicked" when I connected tab 85 to hot on the battery and tab 86 to ground, and had low resistance across 30 and 87 while it was "clicked".. The resistance fell from 1 to .05 or so. I read there is another relay somewhere but I can't find it..

So my question is, where is the other relay and/or what else could it be? I'm by no means and electrician, just following instructions.

PS there is another small fuse panel (8 fuses) under the passenger dash which has a fuse marked fuel pump 2- that fuse and the rest were good in this panel, although I did not test for current. Help please
