Default high idle issue

O.k so I have a 93 40th anniversary edition ruby. I have a high idle issue its ideling about 2200 to 2500 r.p.m it has a new ecm, new optispark, new iac, new tps, new intake gaskets as well as all new upper gaskets and seals, all new vacuum lines every one has been replaced, new plugs, wires, butterfly doors are clean and shut, I have no engine light and all read outs are good or to spec I do have a code 64 right bank leen. The intake and plnum looks like new inside no carbon build up any where the car has never had anything less then 92 octane. So I'm at a complete loss of why I have a high idle of 2200 + r.p.m's any insight of what eles I can do or try

That high an idle is more likely a vacuum leak. Have you measured the TPS voltage ; its should be around 0.58 Volts. Also what is the IAC position at idle. Make sure its not pegged at 160 ( fully open), With that high idle the IAC should be reading at 0 ( fully closed) to try and compensate to bring the idle down .

Probably on that lean side, too.
