Often a whine is due to a power steering pump. Recently I had what I thought was a bad power steering pump and it turned out to be a bad alternator. I've never heard one whine just like a power steering pump, but this one did. It also drained a new battery in a couple days in my garage. It was likely a bad diode.
But it could be a bad idler pulley, etc. What else can you tell us about it?
Its a 1996 Collectors Edition C4 LT1 it wines very loud when its cold also the steering was a little stiff. After it warms up it slowly goes away. Sorry for not enough info. The dealership just replaced the opti spark and the water pump last week. I purchased the Corvette almost 3 weeks ago and had it at home 1 day started claying the car on Friday went threw 2 bars of clay its better but not good enough yet. I went to a car show with my Monte Carlo on Saturday took the Corvette out Sunday to show my son the car started it up and there's the wine drove it about half a mile and it threw a service engine light. So back to the dealer this morning. There paying for it all but man this is getting ridiculous. Makes me think the car has a jinks on it.

No jinks, it's just an 18 year old car. It's bound to have a few issues, especially if it's got any considerable mileage and/or not maintained on schedule. Letting these cars sit for long periods can also cause problems, so low mileage is not always a good thing either. One thing for sure: you are getting a lot of attention from the dealer, on a used car decades beyond the factory warranty.
