Not in my experience is it normal, but does it really matter, as long as it illuminates?
You probably have a poor connection somewhere (corroded connector pin or light socket contact). LEDs use much less current than an incandescent bulb, which magnifies the problem.

I can understand your frustration to get it right. Take the bulb out and light it up externally with some clip leads and a 12 dc source. This way you can verify if the bulb is good or bad. If the bulb is good, then you can look to the car for an answer to the problem.
This way you won't spend time on the car if the bulb is the problem.

thanks for the responces im going to check it out this weekend if it warms up a little 20 degrees now too dame cold to look at it now
The BCM tests the amperage constantly. This is why even with the delay-off resistor setup we were working on back in 2016 wouldn't work. I spoke with a former GM engineer who worked on programming the BCM for the C6 and because this is hard-coded there is no way around it. There has to be a specific amount of resistance for the computer to not trigger hyperflash.
