go to the cruise Servo (black bellows by Battery ) carefully pull the protective cover over the washer that retains it(do it from the engine side away from bellows), inside the protective tube you will find a chain much like a pull chain you find on a pull chain light switch. loosen up the adjuster nuts put a little slack in the chain tight up the nuts.
but before starting to adjust, feel the chain inside the tube if you feel slack in it no need to adjust.
if you feel slack in the chain odds are your throttle plates are binding , and need a cleaning. also check that the throttle cable it self is not binding or stuck on carpet or something under dash, I tend to think the cruise cable adjustment is not a problem they don't tend to self adjust themselves tight.

Just fixed very similar problem on my 98 Jeep. The actual cable between the cruise servo and throttle was bad. The inner steel cable was tight and binding causing the car to have a high idle at times and not completely disengaging. No kinks and the cable looked perfect and I could not free it up and had to replace it.
Just something to check out which gets overlooked.
