I have mt2500 and I am learning to us it. Can someone explain IAC blocks and what is normal. I adjusted min idle, timing and tps
After I restart it, while warm, I watch the iac reading go back down to 0 and stay near or at 0 while at idle is that normal and should the iac reading rise as rpm increase

I have the same issue with my mt-2500. I believe it is a fault in it or the cartridge. My cousin used his scanner(forget which one it is) and his read the IAC while mine wouldn't. Haven't looked to see if there's a fix or not.
If I remember correctly you should be around15-20. If you scanner is working correctly it's possible that you have a vacuum leak and your motor is pulling air from there.
Been doing some reading, and I think I may have my min idle set to high so that my throttle blades are open too far
That make sense. Low IAC can be caused by a vacuum leak. And thats the effect of an excessive throttle opening. Depending on whats going on a reading of 30 is normal. The ecm can call for more IAC opening if the AC is turned on or if the cooling fans turn on, probably other things Im not thinking of. The parameters are in the tune and can be tweaked when tuning for mods.
I need more air, I open up the IAC so I have more counts on the scanner. I don't need it, I close up the IAC and there are less registered counts. I always set IAC by ensuring timing is right and the chip is correct for the application, no air leaks, plugs are good, wires are not leaking, the usual stuff.
Get the motor to running temp and in closed loop. Shut everything off except motor and car in neutual. See what the counts are. I try to target 20 so it gives something for the ECM to back up to and advance to. Rev motor and see where it is. Over 20, back out the screw, rev and repeat. Over 20, turn in the screw, rev and repeat.

If the IAC count goes to zero it means the engine is getting too much air and the ECM is trying to compensate by closing the IAC. That means you have a vacuum leak.
