Here is a diagram from my 85 shop manual.
Most Pre 92 corvettes should be very similar.
The orange cable should have 12 volts all the time via the battery, there is a fusable link to look for if you have no 12 volts at therminal "E" the orange cable.
The ecm supplies 12 volts via the green/white wire to terminal "C" to operate the relay and connect the 12 volts from terminal E to terminal A.
You can connect 12 volts to the ALDL connector terminal G (the bottom left pin on the ALDL connector under dash) to test the pump runs, you either have a blown fusable link, a bad relay or bad fuel pump.

The easiest way to check the fuel pump is to take the connector off the oil pressure switch and jumper the orange and red wires together in the connector. That will put 12 volts directly on the fuel pump. The fuel pump fuse must be good and the fusible link at the battery must be good also. I like my diagram better:
