Ok, so took the old girl out of hibernation the other day and I noticed the lcd screen wasn't working. So I looked at the fuses and saw the 5 amp fuse for the screen bleW I replaced the fuse and it blew istantly. I waited a few days cuz maybe some thing got wet and needed 2 dry, put a new 5amp fuse in and I smelt burning so I took the fuse out pulled the dash apart and put the fuse back in and saw the smoke coming from the lcd panel. Wondering if it's the panel or a wireing problem. Don't wanna waste money on a new panel 2 have it go up in smoke. love some help !!!!!

the first thing I would do is pull the dash and look for burnt wires/components. one nice thing about early C-4s is that you can take the dash top off in about 10 minutes and get a fairly good look. than replace the fuse see if the fuse blows or more smoke showing problem is dash or before.
make sure the grounds are good just incase the smoking is a circuit trying to find a path to ground.
I don't know were you live but I have seen cars packed away for winter become home to Field Mice and other furry critters they love to chew thru wires keeping their teeth sharp and trimmed back making the Humans go NUTS

I would suspect a bad power supply. It changes the car's 12 volts to 5 volts to run the electronics in the dash. It's a small PC board that attaches to the main logic board in the dash. The power supply is the tan colored PC board at the left side of this picture:
