What year car? Is the RPM accually that high or is it just indicating the high RPM?

I would spray tb cleaner up/down vac lines, around egr/etc. if you have a vac leak, this should find it. Also disconnect the cruise cable to see if that cures it. I have to "bump" my 85 occasionally to get it down...should be running abouy 650 when stopped.....Have you tried the min idle adjustment? You also didn;t mention if you timed it....good luck

Sounds like a bad IAC to me, or the pintle may be extremely dirty and sticking..If you hook to a scanner you can see if it's working properly while the car is running...The fact that it's intermittent could mean it's dirty and just sticking..WW
