I'm at a lost: I have spark(brand new distributor), 40psi at fuel rail, no error codes. Engine turns over but no fire. Also replaced the ECM. I would think this should do it, but no no fire. What else could keep the injectors from firing?

I have spark, 40 psi fuel at rail, but no fuel, seems injectors does not have command to open.
If I'm reading you rite you just put in a new Distributor, your confident that it is properly dropped in/Timed. I am ASSUMING by the odds of numbers built you have a L-98 Tune Port. when posting supply a year please.
now have you made sure that all connectors are plugged in, like the harness that supplies injector pulse. if so does your new Distributor give the Injector pulse? test for Inj. Pulse, even the basic Hays/Chilton repair manual has these procedure. retrace your steps. Verify all parts were installed when Distributor was assembled weather you did it or Manufacturer, and if you do not have one already get a Factory Repair Manual it can be the most valuable tool in the box. so when the Forum gives a page and a Guide you can follow first hand and follow.

I have 1990 L98, Checked initial timing and installed the eprom, will look inside the distributor and re-check all connections. Thanks!

If you are 180* out on timing it will look Ok but not be firing on the compression stroke. Make sure you are on the compression stroke on # 1 and set the distributor for #1 wire.

while we wait to hear back on the if there is a Lack of Injector pulse. You said you have Fuel pressure but this is a bit of a long shot, I have seen cars with enough water in the fuel tank to keep the car from running. So if you can get a sample from the rail and see if there is water in the gas might help.
If your wondering how a car can get that much water just plug up the Bib around the filler neck, or tick someone off.
