Default HID foglights

I live in Dubai and have owned my C4 for about 2 months, the pop up headlights have been stuck in the 'up' position since I have owned it and I have finally got around to stripping them down and inspecting them. One of the motors is shot and the gears on both are no good so I have been looking into replacement motors and gears but the price is a lot more than I was expecting especially when you add on shipping to Dubai.

So I was thinking as I am not that keen on the pop up headlight look anyway, maybe I could just get some high powered fog lights and use these as headlights. I don't think they even check the headlights work in order to pass registration out here so that wouldn't be an issue.

My questions are:
1. do you guys think a HID fog light kit would provide good enough lighting to replace the headlights
2. are there any specific issues/difficulties with fitting them to a 91 c4
3. can anyone recommend a kit?

I usually buy parts off eBay or amazon as shipping tends to be cheaper.

The gears are cheap motors a bit more. There are some projector light kits that don't flip but a lot of money. For right now just put it back togther with the motor disconected and use the lights Without the flip. If you want put me in your friends list I plan on being there for a few days in January for a stop over on my way to Thailand. Might be able to help. And maybe you could get me a guide of the old section by (the creek) before it's gone in exchange.

The motors were fixed in the up position when I got the car I was thinking about removing them and fiber glassing over the holes then just using the fog lights with some HID lights if they would provide enough light.
Have you been to Dubai before? I personally try to avoid the creek as much as possible. a lot of tourists head there in search of some kind of culture but there isn't much (not arab culture anyway), its crowded, dirty streets full of Pakistani men trying to sell you things you don't want to buy. Dubai is all about luxury, posh food, drinking and partying then lying on the beach with a hangover. If you want culture head to Europe. There are a million amazing, mind blowing things to do in Dubai but not much culture as the city has only existed for about 40 years and 90% of the people that live here are from other parts of the world.

I would not molest the car you might try the hid fogs not sure how good they would work. But if they are good enough just lock down the headlights in the closed position.

Have never been there always took korean airlines and stoped in korea for the stop over going to thailand.

Emeriats airline goes the other way and stops there so was thinking about staying a few days never been.
