I had a similar problem on my 90
Spoke to Gordon Killebrew
He told me to check the ground on my HEI coil
Checked and found the ground wasn't good
Replaced coil, issue resolved

Hmm, I had taken my cluster out and sent it off as I went through the FSM
I was ready to remove the wiring harness and thought for all that trouble a quick call to Gordon was worth the $50
Perhaps you should try a call before sending out the cluster, if you're at that stage?

I had very similar symptoms with my '91, the only difference was that sometimes half of the segmets disappeared like that:
You can see, that there is also km/h and MPG readings lit at the same time, which should be impossible (one is metric and the other isn't). Reason for this behaviour was, that there was a minor crack in the top of the lcd panel

Where did you get a replacement lcd

I replaced the whole thing with a used IC from a vendor here in Finland (I think that was from '90). Then I bought a used IC from a '93 (because of the 'hyphens' in the background of the scales of the gauges), but the lcd and tachometer were 'kaput'. So I took the oil pressure, coolant temp etc. gauges put them into the other IC...
Collection:
Trying the '93 IC (no flickering, just erratic segments)
The final solution in its place:

I am kind of worried about Gordon K. I went to Corvettes @ Carlisle last year in my DD since the weather was awful just to attend his seminar on Saturday. Myself and about 14 other C-4 owners waited nearly an hour until someone came in the room and said Mr. Killebrew cancelled the seminar 2 weeks prior due to illness. I know he is getting up in age and he had an accident with a power saw building bird houses. Hope he is doing well and I wish I knew what he has forgotten about our beloved C-4's.
