Had this problem on my truck once, it was carbon build up around the throttle blade in the throttle body. Hit with some carb cleaner and it was good as new.

I had that problem on a Buick Lesabre. I cleaned the throttle body with some gumout spray carb cleaner. It loosened up the blades and never had another problem.

Good luck.
