When the ignition is turned on, both turn signal indicators and the high beam indicator lights up and stay on, none of the instrument cluster lights lite up. You can see that the cluster is working since you can make out the readings. The fuses for the dash lights, instrument cluster, indications, etc in the fuse block are good.
Before I tear the dashboard apart, to continue, I'm looking for some ideas as to what can be the cause.

I agree, it's probably a bad ground in your cluster.

I have an 85 z-51 and had the same problem. There are some possible solutions on the problem. One is the ground connection. Check that. The other is a failure in the printed ciruit board inside the cluster. I enclose a very good repair description and it is easy to do it yourelf if you can use a soldering iron. http://www.batee.com/corvette/
For me it was dry soldering on the connector between the pc boards. Afterwards it was as new.
