I have a 96 CE LT4 that tends to have a fuel delivery problem especially have a few short trips. She will run fine, I'll stop to do an errand, get back in and she will either not start but crank, or will start and then seems fuel starved and I have to keep my foot in it to keep her running or I'm stranded for at least an hour, while she sorts her self out. Wondering if this is a fuel pump issue, or if any one else has a clue. She will throw a misfire code sometimes. Very frustrating

Stock Pump? Mileage? The C4 is very easy to replace the Fuel pump. Also replace the Sock & "HP" fuel Hose.
you should purchase a FP pressure gauge for any modern car. For diagnostics. About $35 far less then a mechanic bill.
First thing to do is to listen to see if you can hear the 2 second prime when the key is turned.
A fuel pressure gauge would be a necessary tool and data point to see if fuel pressure is actually lost. You may have to drive on those short trips with the gauge taped to the windshield.
Another simple item to check is to pull off the vacuum hose for the FPR and see if there is any fuel in it. If it is leaking back into the engine it could be possibly flooded and when you "put your foot in it" to the floor it actually shuts down fuel delivery from the injectors and engine just pulls in air. This would be to clear out a flooded engine.
When was the last time the fuel filter was changed? Many people tend to disregard the filter and it should be done with a scheduled maintenance. I know that you need to have your car in the air to access it along the frame on the passenger side. Make sure you have new O rings in place before you reassemble.
