'95 doesn't give you OBD2 and the required changes I don't believe are feasible nor even remotely possible regardless of the "depth of the pockets".
NO - If someone wants true OBD2 I believe a purchase of a car would be less expensive maybe!!

You would need a 96-97 Timing cover, crank hub, crank sensor, opti, wiring harness, knock sensors, pcm, and an obd2 connector.
There are very few tuning options for OBD2 LT1s. Many people with 96-97 fbody's convert to OBD1 for tuning.

Ill stick with my NO because I don't believe you can retain "full feature" control of the car's options in this attempt.

Even if you cant retain all features that does not mean it cant be done. I doubt anyone has done this so no one can say for sure either way. Only the OP, or the owner of the car can determine if it is worth doing or not for any reason.
