1) Be careful using the TV to tune shifts on the 4L60. You will notice there's no modulator. This cable does that job, matching transmission line PSI to engine load. It is very important that it not be set incorrectly or you'll burn the 3-4 clutch first.
2) Have someone sit in the car and floor the accelerator. Adjust the cable to maximum tightness at that point.
The 1-2 shift is pretty low on the 700R4. You don't want to "adjust" it using the TV cable. That can cause problems with internal pressure and burn up clutches, etc.
If you want to adjust it to make sure that it is set correctly, that's recommended.
Find the square looking box/tab (plastic with two metal lines in the photo) behind the throttle body. Depress that and push the cable back, then release. Get in the car and press the gas pedal down to WOT to set it. You're done.
