Realizing this is a zombie thread (this answer from 8 years ago) it is what I found when I searched. I’m hopping to add info for the next searching victim.
I needed to fix both the wiper stutter issue and the tach jumping all over, so I elected to do them both at the same time.
with the wiper motor out the tach filter is easy to see.
The challenge is, it’s attached to a stud. In my case the stud wanted to turn and not the nut holding the filter and a couple ground wires.
I ground a cheapo wrench super thin to hold the stud, and that did the trick.
