Yes, the longest bolts go on the outer edge, the medium ones going inside the valvetrain area, and the short ones go on the outside under the exhaust ports.
Just put my heads on my 95 LT1 last week. Short on the bottom. There will be four medium length bolts in the box. These are for each end of the head where the oil drains back. All the other bolts will be the same length and go between the rocker studs and the top of the head. My ARP bolts were ARP No. 134-3701 112 point. I also bought the ARP thread sealant.
Three size bolts in your box. Short go to the bottom of the head below the exhaust manifold. Medium bolts under the valve cover at each end of the block (2 per head) in the section that drains the oil back to the pan. The long bolts under the valve cover between the rocker arm studs and above.
Short bolts 16, 12, 8, 4, 3, 7 ,11 and 15.
Medium bolts 17 and 14.
Long bolts 13, 9, 5, 1, 2, 6, 10, 14
Thread sealant on the threads. The washers have bevel on inside hole...widest section toward the head. Use assembly lube between washer and cylinder head and washer and bolt head.
