start by grabbing both hoses going to the heater core and feel for heat not sure if yours has a shut off valve.

On the RH side of the firewall there are two hoses connected to some metal tubes running towards the front of the engine. In the middle of the tubes there is a valve that is vacuum controlled. Check for movement here as this valve allows heated water to enter your heater core. There are also vacuum operated doors under your dash that divert air flow over your heater core. It is possible that your heater core was leaking and a PO disconnected it by rerouting the rubber hoses from your intake to the water pump. If any of that is missing, thats where I would start.

sorry no pics but if you open your hood look at the pass side fire wall. there should be two rubber hoses going to it. if they are connected together someplace before that heater core has been bypassed.

I don't think '89s have the heater bypass setup. In any case, it only works when the A/C is on MAX (C60 systems) or AUTO (C68 systems). At all other times coolant is flowing through the heater core.

You may be right Cliff. I just assume the pre '92 L98 set ups are the same as my '85. No I dont have any pics but IF you have this valve its mounted to the RH wheel well. The whole set up is about 18" long and has 2 metal tubes with rubber hoses connected to it.
