I have a 85 with a high mount stop light I know that they were not on corvettes till 86 I have seen at least one other with one. was it a option later in the year I don,t see anybody putting one on aftermarket.
Is it wired in and does it work? I would bet the back glass had been broken at some time in the past (the hinge part is glued to the glass) and they replaced the entire assembly from a later model.

Entirely possible. Does the light housing look like it may have been painted to match the car?
The CMSL operates from a separate switch down on the brake pedal. IIRC, the wire color is light blue and is a separate circuit from the service brake lights.
The "glass bug" on the rear compartment glass is in the lower right corner I believe. Post either a snapshot of the "glass bug" or all of the information and I believe the glass could be identified by date code. Doesn't answer the why maybe but might satisfy your curiosity. Post the one on your door glasses also.
I bought a 3rd brake light for my '85. They were offered as an aftermarket part. I'm pretty sure they were just modified factory parts. The original studs were removed and the studs were re-glued to the underside with a JB type adhesive. The studs were offset from the original positions so the '84-'85 hatch could be drilled to attach the light to the hatch hinge. The new stud locations miss the glass. The brake light was wired directly to the brake switch.
