Default Stuck throttle body cause?

I went and looked at the car today and think I may have figured out the problem. Could this be why I had a stuck throttle/idle and always have to tap the pedal to lower the idle rpms? I believe this is the vacuum line, right?

looks like a vacuum line. I do not believe that a vacuum leak is the problem if taping the pedal lowered the rpms. fix the vacuum leak. easy one. then check the throttle cable for binding, lack of lube.... return spring ...

The broken hose goes to the vapor canister. Since your car appears to be a later model, the vapor canister is located at the rear of the car next to the fuel tank. Early cars did not have that vacuum fitting on the throttle body.

What year is the car?

Have you ever removed the throttle body for cleaning? Often times sticking is related to carbon build up on the shaft/blades, a worn shaft, or a weak return spring. I would clean it first, and you can lubricate the shaft with a little bit of graphite.

Could be oil baked into the moving parts so I'd take the TB off, take the IAC off and the housing. Get new gaskets. Gently wipe off the IAC pintle, clean off all the IAC passages and clean the TB. Any hesitation or looseness and I toss the throttle body.
