Gear Shift Issue... No 4th ?

OD works fine, but.....
Hello all, here's the problem. The trans works fine in OD however, when I down shift, it will not lock solidly, zero engine breaking. A bit if throttle will engage it and it will hold it in 3rd though. It's the same all the way down to 1. Will hold it in that gear but it feels like TC isn't locking. Any suggestions?
