Changed the break booster out of my 1985 corvette put the new booster in and took it for a test drive. I found that when I pushed the break petal it had vacuum help for the first inch and a half then it gets hard and turns to manual breaks.
Wondering if it's a vacuum leak somewhere else or do I need to adjust the plunger in the break boost or something else

An adjustment on the actuation rod as you mentioned will only change when the booster will contact the master. If it is to close the brakes will drag and be slightly activated. There has to be a small clearance (~1/8" or so) for it to be set properly. However this will not affect the problem as you described it.
The first item I would check is to remove the hose for the brake booster and blow thru it. It needs to be real clear with no restrictions. Get a new hose if it is plugged up.
Monitor the engine vacuum at the booster. See if the vacuum remains the same as the pedal is depressed. A small vacuum leak from a small hose that might run the vents or cruise would probably not affect the operation of the booster or the brakes.
