Electrical issue on my '94, windows don't work from both switches, opened driver switch,
the yellow wire had 1 Vdc when engine is running and 0.3 when engine is off., I didn't see any blown fuse near the passenger side.
What do I need to check

Make sure you have the negative lead on a GOOD ground. You should have 12v on the yellow wire with the key in acc or run. It comes from circuit breaker M in the dash fuse panel. It's the one right in the center of the 5 slots on the right.

You sure on the voltage most times you just need to spray some cleaner in the switch and work it back and forth.

Another question , is this the service manual or something else ? It's very helpful, I need to buy one.
Service manual. Has flow charts for everything. I bought the digital (cd) version, both books for 35 bucks on ebay and no shipping. They are searchable and printable, as you see.
And I don't know where the DAB relay is physically located, sorry. But, you can see in the diagram it's closed by a ground in the CCM. May be a CCM issue? I'm as far as I can go to help, I haven't had any problems with this circuit.

The only purpose of the DAB relay is to allow the power windows to work after you turn the key off until you open the door. If you can figure a way to get ignition switched 12v to the side of the circuit breaker in the fuse panel that goes to the 12v supply (should be same side as pwr seat breaker that is hot with relay out) the power windows will work as usual except that when you turn the key off, the windows will stop working immediately instead of when you open the door. I would first try the relay, someone may have removed it because there was a problem, or you may have a CCM delay issue.

I don't believe that's correct. I believe the power window circuit breaker is supplied power from the DAB and NOT directly from either of the under-hood boxes. I believe a '94 should have 2 (#6 & 7) 60A MAXI (IGNITION) in fuse block #1 under-hood, if both are good you go next to the DAB, I actually believe #7 does the DAB in a '94.
My '94 FSM isn't on this computer but this is from a '93 that should be the same/similar.
I didn't say it was supplied from an underhood box, I said the DAB relay is grounded by the CCM and that closes the DAB relay which then puts 12v on one side of the power window circuit breaker in the passenger side dash fuse panel.
Mohammed_Z, look at WVZR-1s picture. It shows the location of the DAB relay.

When I said I don't believe that's correct I maybe should have added that the DAB relay supplies the 12V switched from the ignition to operate the PW circuit (that allows the DAB control from CCM after "key-off") ... You then next "hinted" to a "jump of sorts or modification" in the fuse box (inside of car) to power it. That seemed foolish and "hinted" maybe you didn't understand. Take a closer look at the DAB and the operation of any DAB or RAP circuit in any other brand.
I only went on to explain how I felt it was powered and where I'd start diagnostics. Did the OP check the UH box? Likely NOT but it's fixed. 12V through the DAB relay allowing "key-on" PW operation through normal circuitry.
I didn't use reference to your' 95 diagram because I paid no attention to what was posted previously, I only saw your comment. This AM I saw the '95 diagram and it's the same as a '94 I believe and shows the #7 60A under-hood.
