I live in Lockport, NY; the home of Harrison Radiator (maker of all our rads and A/C products)...
Harrison didn't move anywhere; it's been absorbed by Delphi...Re-badged, not relocated...(Well, some of it has been relocated)...

With the increased competition from Japan and Europe the 'Big 3' manufacturers were high cost producers. This was in large part due to the UAW contracts for everyone from the security guards to the assembly line workers; heck, even the people that mowed the grass, swept the floors, and cooked the food were paid a very good wage.
The 'Big 3' took notice and set out on a cost cutting campaign. One of the strategies has been to have suppliers take on more of the engineering, and price reductions. The price reduction was more successful with outside suppliers (non-GM, Ford, Chrysler parts makers) in part due to non-union workers.
Chrysler was able to cut costs more than Ford and GM because they bought a lot of their parts from outside suppliers. Ford and GM followed by spinning off their parts divisions to Vistion and Delphi. GM, I'm not certain about Ford, is now uses non GM (Delphi) suppliers for parts and sub-systems in addition to Delphi; this has signaled a change from the exclusive, or nearly so, relationship GM has had with it's parts divisions (now Delphi).
These changes along with reorganizing, cost cutting, quality improvements in engineering, manufacturing, and assembly have closed the gap between the 'Big 3' and non-US car builders. So much so that Daimler-Benz AG (Mercedes Benz ) and Chrysler merged (some say Daimler took over Chrysler) in 1998.
