While ZI'm sure others will chime in, your car is somewhat of a hybrid. It is sometimes referred to as OBD1.5. Most OBD2 scanner that claim OBD1 capabilities don't seem to operate correctly. I believe your 94 has the OBD2 ALDL which would require this cable.

This also allows you to see everything on a single screen rather than having to scroll through.
I have an OBD 2 scanner for my other cars and always assumed the vette was OBD 1 connector application; I never thought to check......interesting.....

So....software + cable you listed would allow me to analyze car....this is somewhat different than purchase of off-the-shelf scanner/analyzer tool that plugs into connector. I will look into the software and see what it provides in the way of analyzing engine sensors/performance/etc.

Report back if your 94's ALDL is OBD1 or OBD2 configuration?
For your c4-c6 if you could get real Tech 2, there are counterfeits out there, you would have access to pretty much all the systems. The mid 90's are tough the GM tech2 came out in 97 it will do OBD1 and 2. Some 96 and earlier body and chassis systems still may required Tech1. OEM scanners normally provide more functions the generic scanners involving entire car not just powertrain.
