Haven't seen this problem on the vette, but have had similar problems on other cars.
Its either the linkage from the motor to the arms binding/broken/bent or the arm itself is worn out.
Find the little clip where the arms connect and pull it out, completely remove the arms. Turn on the wipers and see if the gears rotate a significant amount before comming back. Inspect the insides of the wiper arm cup and make sure the teeth are all good.
If the linkage is bent you can probably straighten it.
If it is binding some lithium grease can help.
If it is broken replace it all.
If the teeth in the wiper arm cup look worn replace the entire arm.
