Alright so I decided to go at it last night and i was able to get the parking brake to release by seperating the racheting arm from the teeth like you guys said. Unfortunately i believe the culprit of why rhe system isn't working is the little arm on the button rod. It's bent and out of position. I ended up putting it back together for now, but at least i know thr problem.
Unfortunately there is a new problem, car has a moderare to light throttle hesitation. As soon as i go over half throttle to WOT it stops. Car also likes to rev high when stopped, about 1500 rpm in neutral or in gear, it'll hover around 1k for a bit then shoot up to 15. The car wasn't doing this when I test rode it the day I bought it, UGHH.
Start new Tread with your latest problem, how long has it been doing this problem these cars sometimes have a bad day. so take it for a ride No WOT until good and warmed up give it a good 10 min of Miss Daisy and let the car reset some of it's Parameters first

I had a similar problem with the 2nd C4 i bought. Worked fine then one day couldn't get it released. After leaving it and driving my other car, i did some looking and figured out the screw driver release technique. What I concluded was the push rod that releases the brake was an aftermarket part (probably original failed), but since I had pulled the brake up to the top, I created so much tension that when trying to release it the rod would flex. Since then I have just not pulled the brake to the very top, just 1/2 to 3/4 up and I have had no problem with it since.
