Never done an '84 but they're all essentially the same for GM. Here's an image from the '84 FSM. See section 6C-10. Snaps into the square plate. Tabs release from inside the car. For most GM the pedal doesn't require removal. The same retention features as the cable and the cruise cable at the engine bracket, do the engine side first and you'll have the practice required.
For an A4 car TV cable adjustment might be required. See 7A10 in the FSM.
I had a problem with mine, and got a Mr. Gasket universal throttle cable at advance auto parts. I only used the cable, and re-used the existing sheath. Made it a LOT easier.
Thank you WVZR-1 and cadmaniac, I ordered the cable already but Im thinking about this easier way because I sure cant reach up in there real well. Did you feed the new wire cable back from inside the car, and how iand where did you attach the new cable?
I am in the process of replacing my cable now. The old cable was junk to I just pried it out of the firewall with a screwdriver (which breaks the tabs off) and cut the cable. The new Lokar will require removing the front seat so I can get under the dash. Easy to remove the pedal to hook/unhook the cable from it. Not so easy to get your hand up inside the dash where the cable comes through to screw the nut (Lokar) on. New factory cable should be easy, just snap it in from the outside.
The kit from mr gasket was fed from the accelerator pedal through the sheath, and I cut the cable to length. There is a set screw into the cable tightened with a small allen wrench, and an adjustable (1/2" maybe) linkage screw to fine tune it. The end linkage supplied had the correct size hole for a carb or efi (ive used it on both).
So I got the new cable today and I put it in. It wasnt too bad except knowing I was a half inch away from breaking my neck every time I got under by the pedals to work.
Now Im getting the 22 again after I got that all fixed. I guess the new cable might be a millimeter shorter or longer?

I have a 1985 c4 Corvette trying to figure out what this black pump thing that has a spring in the middle with a chain connecting to the throttle cable is called I need to replace it the chain on the inside is snapped in half
