C4 Battery Drain Help!

C4 Battery Drain Help!
I have a 1984 C4 that has a battery drain. I traced it to the csty/clk fuse, interior courtesy lamps. Weird thing is there is 12 seconds of nothing the 4 seconds of a 5 amp drain then 12 seconds of no drain.... it keeps repeating? 
Anyone else ever have this issue? Any help would be appreciated!
