I have tried to find this in the Service Manual and haven't been able to find the problem. I have had the car sitting while working on it and had the battery disconnected. When I connected the battery, I am now getting a SCV displayed in the bottom right of the radio display, the power antennae does not cycle and the clock has shown 1:00 for the past 18 hours. I had things disconnected earlier this year and did not have any problems with this when I hooked the battery up then. Is this a security feature for the radio? Any help would be appreciated.
My mistake, it is a 96 CE with the Bose gold radio.

SCV just means it's in Speed Compensated Volume mode and you can TURN THAT OFF with the appropriate ****. MODE/RECALL etc? Top left maybe?
I've never messed with a later C4 but it's very likely that the CLOCK is "locked" (1:00) until you actually reset it. That's in the owners or FSM I'd think. Antenna doesn't work etc - antenna is controlled by the Bose relay and has an internal relay in the antenna. Check the Bose relay and maybe appropriate fuses. I believe it's been mentioned previously that it hints a CDM failure but I've always doubted that.
You mention the FSM so I'd think you should have no problems.
