I want to get a little bit more power out of my 91 c4, I was thinking about putting in a chip, does anyone know of chip that will give me the best performance and horse power

None of them will have any positive effect, some might cost you power.

Spend money elsewhere. Custom chips are useful to optimize when youre done with mods altogether.

I would try PCM of NC formerly pcmforless. A chip by itself normally won't give a large gain. It can change tweak timing curve and A/F a little which can help part throttle drivability. Some chips out there only lower operating temp. I don't know of a head to head comparison of chips, maybe because of CARB. A chip that may provide max performance most like won't get through EPA/CARB. GM got fined a few times over revised proms for drivability issues. Later although chips improved performance they were found to cause engines not to meet emissions The proms were recalled and revised EPA approved chips were ""supposed" to be installed.

Send me $500 and your chip. I will send it right back with a $500 invoice marked paid. Placebo effects are fantastic.

Sorry, you have 2 PRACTICAL choices. Spend real money and make meaningful changes or stay stock.

IIRC, they turn the fans on earlier so you get it cooling down faster which will, as they ACCURATELY claim "Makes up to 20 HP" or whatever the number is. Even if you lose 20HP, it makes UP TO 20HP. Not sure I would just turn the timing up since it turns it up all over the board and I don't know if it will be excessive for one point but good for another. Better to do the mods and get it dyno tuned or forget the whole thing.
