On my 94, the power steering is harder than normal. It isn't that it gone by any means, but turning at low speeds takes more turning muscle than it should. Does anyone know if there is an automatic power steering switch/valve in the PS pump that changes from easy at slow speeds to stiffer at high speeds? I know some cars in this era had that feature and I wonder if mine does and it is somehow stuck in the high speed mode?

Make sure the fluid is at normal. Check the belt to see if it is tight. An over stretched belt might cause p/s pulley to slip. And it is hard to see the indicator on the tensioneer to see if it is in limits (way down below and got to use a mirror).
Look for any obvious leaks top and bottom. Jack up car and check lock to lock with engine on and off and see if anything can be felt or seen by visual inspection.

I flushed the fluid this spring. So far nothing obvious. I'll check the belt issue.

Mine had an opposite issue where it got too easy to turn (like an old GM sedan and very inaccurate). I replaced it with a rebuilt Rack and Pinion, not a trivial job to do but it feels like new.

I don't know enough about what's in the pump and what's in the rack to make an educated guess as to where the problem would most likely be.
