The ECM fuse is between the ignition switch and the ECM. It only has power on it when the ignition switch is turned on.

The dash backlighting has two modes: daylight and night. The night mode is enabled by turning on the parking lights or the head lights. The daylight mode is enabled by the photocell in the dash detecting bright light. You can simulate this by shining a flashlight into the opening in the dash above the speedometer. Daylight mode is far brighter than night mode and completely overrides it. You can simulate night mode by turning on the ignition in a dark garage.
