surging idle, bad hesitation only when cold?
I just wondered, could the oxygen sensor do this?

If the EGR valve is sticking or leaking,it will cause stumbling and stalling when warming up.
What EGR does is it helps cool the combustion chambers to reduce emissions,but isnt supposed to be flowing egr gasses when the car is cold and warming up.The,with a cold motor and EGR gases coming through,it wont warm up right.
At least thats how I got it thought out.
Unplug the vacuum line off the EGR valve and put a vacuum cap on it then go for a test drive.If the symptoms improved,you got a bad EGR Valve...but do check to see
if possible,if the valve is stuck in the pper or lower postion.You may need a small mechanics mirror and a flashlight to see the valve plate.
On other cars,I was usually able to use my fingers and push the plate up or down on the valve to see if it was sticking or stuck.
