I've a 1996 Corvette 6 speed manual LT4. Software and hardware used for the tune was from Jet Performance.
The car was put on a Dyno. We pulled the initial map and when the tuner tried to flash and reload the new one, it fried the computer.
We sent the files to Jet Performance and were told it was his anti-virus that shut it down.
We got a new ECU and this time we made sure everything was off. We encountered the same problem. It went through 5 different computers. We didn't tell Jet Performance we tried several computers. Their answer? It's your computer.
The tuner is one of the best tuners in U.S. Doesn't have much experience with LT4s as almost nobody in Los Angeles wanted to even touch it. Jet Performance is refusing to refund my money nor to really tell us what's going on. And because of this I believe their system has a glitch.
My question to you guys is, what should we use to dyno and tune the LT4 on the 1996 corvette? There's not much available out there.
I had an older interface box on my Jet software that required a serial-USB adapter, and it wouldn't communicate with my PCM. They swapped that out for a newer USB interface (I think this just has an adapter built in) and that works perfectly. But even the one that didn't work never bricked the PCM.
Are you trying to run on Win 8 or 10? I don't think it will work correctly on those operating systems. It will supposedly run on 7, but you have to run in compatibility mode, which seems a bit sketchy to me. I actually have an older laptop running XP that I've dedicated to tuning, since several programs for our cars are so old they have never been updated to run on a modern OS. That's where I'd start if I were you.
With locking up PCMs when trying to program; battery voltage is a concern along with things being on. Battery voltage needs to be constant and around 12.6-13.0 v you may need trickle charger. Local dealer may have off board adapter that eliminates anything about car. You could try to get access to one.

I always run a charger, when I am programing to make sure I eliminate the battery voltage issue.
