Is the trans fluid level ok? could be low trans fluid, governor gear stripped or trans problem..
The governor can fail and prevent the transmission from shifting, it is on the drivers side of the transmission has a black rounded dome with circlip retainer and can be serviced with trans in the car.
The gear can strip causing the trans to not shift out of first gear.

Thank you all for your thoughtful replies. Tomorrow I am going to try a few tests. I have ordered a pressure gauge set and will check the pressures versus the troubleshooting guide in the shop manual when I get the gauge. I'll let you all know what I find once I figure it out.
