There is a 1991 L98 convertable for sale locally. It has been parked for ~10 Years. Body and interior very good condition. Battery dead. What is the approximate value? Any thing special I need to look for?

Be prepared to flush/fix repair the ENTIRE fuel system. This, along with the brakes. This is the minimum.
Your tires will need to be replaced as they probably have dry rotted.
Your rubber hoses will need to be inspected and replaced where needed.
As the previous post said we need to see some picture. As far a value, you have a bit of a wild card; a car sitting could need a lot of catch up to get her working again!

Unless it was parked in a heated garage and properly prep to sit that long, I would expect a mess with leaking seals and everything else everyone mentioned. End of the day cars need to run on a fairly regular basis to actually keeps parts and seals in working order.
If anything, having it sit this long seriously devalues the car. Why was it sitting so long? We need more details before handing out a "What's it worth" guess.

Hood cable broken? You might find your Gumpesque "box of chocolates" when you finally get a look at the engine.
As for price? I'll be a hard guy and say not much; you really have NOTHING to base a value on other than parts. You can't drive it, start it, check the AC, inspect the brakes. You may be able to check some of the power accessories but the big (read; expensive) things like HVAC is a gamble.
My gut is stay away, buy it super cheap or prepare yourself for the project that keeps on giving. You are looking at about 2k minimum to baseline the car (complete fuel systems, tune up, potentially new brakes, trans flush, tires, and misc.) with you doing all the work.

Go buy the tool to open the hood, youll need one one day anyway. Go over everything and look for leaks, make sure the engine turns, but do not fire the engine without taking out all the gasoline and flushing the system.
I would make an offer though, for such low mileage if its nearly pristine.

Hood cable release broke on a car with only 32k? Plus a bit suspicious of the head gasket's being replaced with low mileage.
Owner is probably thinking mileage that low is worth asking top dollar, but if its been parked for 10 years without driving (and it sounds like the car wasn't prepped for that) as mention that's a serious concern.

may look nice but 10 yrs without hearing it run who knows what problems it may or may not have. Long time for stuff to be sitting.

What is the kbb price in your area with what is on the car? Obviously it would be WAY LESS than that for a non running pile of parts.
