Default Turn Key to run, Cooling fan on, headlights open and on

1994 C4, When I Turn the Key to run position, Cooling fan comes on, when car is cold,
Any ideas?

Do you also have a CEL/SES? Cooling fans will default to always on with some trouble codes.

You removed your reference to HL open and on so I assume you sorted that.

I haven't seen any CEL/SES lights,
I think the HL are working the way they were designed?, No flashing lights on the climate control unit after 5 seconds.

Not all codes set SES lights. It's a simple starting point that might give you a direction.

Do you know how to pull codes using the on board diagnostics and ALDL connector? Your probably looking for codes in module 4.
