When I turn on my windshield wipers they work fine in all modes, delay, slow, fast, but when you turn them back to the "off" position they will keep running as if they are in the "slow" position. Sometimes they will keep going for about 10 - 20 swipes before they will finally stop. I thought it might be a short, which it still could be, however wiggling the wiper control on the turn signal arm doesn't seem to effect it one way or the other.
If it is the switch, is the turn signal switch and the wiper switch all in one?

It's not the switch. The switch is not like the old style where turning it off removes power from the motor...nope, it only pulses a signal.
Mine does the same thing. The electronic control part of it is built into the wiper motor assembly. Thats what goes bad...and usually the whole motor is worn out as well. Very few people have had luck just changing the electronic part of the motor, which, by the way, you can get seperately, ...they usually end up replacing the whole thing.
Mine was doing funny things, and the problem turned out to be the park switch INSIDE the motor. It is available separately, and was easy to install. It could be that that switch is bad, or it could be the a problem in the circuit board in the motor cover. The motor cover is also available separately and is even easier to install, but costs more.
I just looked up your problem in the factory manual. It has a table of windshield wiper problems and the most likely cause for each. Under "Wiper won't shut OFF" it lists the most probable cause as a faulty park switch. I got mine from The Last Detail (www.tld-corvette.com or 770-414-0077) for $37. They don't list the part in their catalog but they did have it in stock. I'd start by replacing that, I bet it'll fix the problem.
Mine did that when I got it wet. The circuit board got wet. I dried it out with a hair dryer and over time it got better. You may need to replace the whole assembly though
Thanks everybody for the comments. I will replace the park switch and see what happens. I looked it up in my manual as well, and just like you said, that is the only thing listed as a "probable cause" for what its doing.
