It looks like someone did a later model headlight swap on your car. '86 didn't have a module like that. Where i'm going with this is, an '86 service manual won't help much. A later model service manual may be more help sorting out your issue.

copy that, i have 2 86s the other module is totally different the wires look like its been modded ,it may be 88, and up they did work befor the pack rats nailed it. i have dealer ship

Take this GM part # to a dealer and see if they can get you the instructions that would have been included in the package. This part # was 2 actuators, the module and everything that was required to "convert" an early car to late motors. I believe that I participated only once with a collision shop in doing this. It would have been around '90 so I've very little recollection.
GM # 16517068 - Ironically there's a package on eBay right now. Use that # for an eBay "search" and there's some interesting snapshots. Take the snapshot that's included to the dealer with you. This is pretty much how I recall the kit.

You would need the '86 FSM that you have to likely sort through your "mess" but I'd think doable.
