the other day I took my car out for a test drive after doing a few small repairs
i noticed almost right away that the trans was acting strange. It did not want to shift out of 2nd and when he finally did, 3rd gear was slipping as though not in gear
i drove it home to discover that I had accidentally disconnected the TV cable when I was messing with the throttle body
i hooked it back up and made sure it was adjusted. Took it for test drive, same problem. Could I have hurt the transmission. There were no problems before this
I hate to say it but.. Yes, you absolutely could have. I've seen them burn up on the test drive because of this.
Adjust the cable to max tension at WOT and try it again.
Unfortunately, there's very little you can do in the way of testing if that doesn't fix it, because the line pressure drops, does damage, then you correct the TV issue, but the damage is done. It will pass just fine on a pressure gauge and show no problems, but still be burnt.

Any idea on cost to rebuild transmission?
i also now have to fine shop in Georgetown/ Austin area to take it out, rebuild it, and replace it, that I am comfortable with. I'm sure most transmission shops can rebuild 700r4 trans, but I want it installed back in car correctly

Probably.. What happened was the line pressure dropped off, and when that happens the first thing that goes is the 3/4 clutch.
But if it has a lot of miles on it, I'd replace the converter also. There's two clutches in there a trans shop can't check, and you really shouldn't call it a rebuild if it doesn't get a converter.
Here? I do those for about 1600, with upgrades. And there's a lot you can upgrade if you want to. A bunch of the newer 4L60E parts will retro right back into that transmission and make it better than ever.
PS: You might want to let the trans shop do the install in case there are warranty issues.
If that thing comes back with a stuck governor or something similar, you'll have an inter-garage feud over who's fault it is. And the Transmission shop will win that battle.

i will let transmission install it. Car has 52,000 miles. The price of 1600, is that just rebuild or does that include stall also?

But I will caution you, this varies WILDLY between regions. Up north? It could be a lot more.
In some of the southern states, it could be less.
So, just because that's the cost here doesn't mean it's what shops charge in the Appalachians, or on Long Island.
But, it's a ballpark.
If you need a parts list or suggested upgrades or something, I'll be happy to provide one for you. Me, Gibbles and IHBD all have pretty much the same list, from what I have seen.
