I suspect that when you say "nothing", that really doesn't mean "nothing".
I'm going to guess that the starter still cranks, but the engine doesn't start? If I'm guessing wrong, please define "nothing".
Try turning off the key, and trying again. Your fuel pressure may be going to zero after your first attempt to start the engine, so when you crank the starter again, you have no fuel pressure. As suggested, put a pressure gauge on your fuel rail check port (schraeder valve).
By turning off the key, the fuel pump should run again when you turn the key back on.
What's it missing? Fuel pressure, spark, compression, injector pulse?
I've put a new fuel pump in new fuel filter and it is getting fire, however when trying to start the car it will fire for a brief moment and act like it wants to start but will not. checked the injectors and they are not shorted. I'm getting around 40 psi to the regulator.
Sounds like you have a problem with the ICM (Ignition Control Module). It sends DRPs (Distributor Reference Pulses) to the ECM, which uses them to synchronize the firing of the injectors to the rotation of the engine. The DRPs also keep the fuel pump relay energized.
You need to check that the spark is working. If you've got fuel pressure, then spark is the next thing to look at.
