Default Tach needle issue?

I have an issue with my factory tach gauge on my 94 auto. At start up it stays at zero until I hit a bump or, it just pops up to normal. So, my question is is this issue mechanical, meaning is the gauge sticking or could it be electrical?

KEY-ON but NOT RUNNING where does the needle park? Does it always?

Needle stays in the bottom position. Almost every time I crank the car.

JUST "KEY - ON" NO CRANKING - KEY ON and make no attempt to do anything. An electronic tach should always park @ 0 when KEY ON, not higher or lower but 0

When you shut down from any RPM "KEY OFF" the needle could park "ANYWHERE"!!!!
