I hope some one on here will be able to tell me or even better have a photo of where the blend door actuator is on my 1990 the FSM doesn't
tell you from what a have read my c4 was made in 1989 registered 1990 right on the change over if that helps

On my 88 you drop down the computer on the passenger side and look up and you will see it. There's a little rod that opens the door up that can come unhooked.

On the 1990 the ECM is under the hood on the drivers side. I believe the actuator is on top of the evaporator air box on the passenger side. You may have to take the dash apart to reach it.

1990 FSM doesn't address it. I am trying to replace the actuator, terrible job. I have a post on here with photos. He is a couple. It is above all the wires and the air distribution duct, under the frame for the window.
I think I am going to replace the entire heater core box if I can do it without discharging the AC.

This is what you should see with the glove box out. Picture 1. The plastic piece with the 2-1/4" black pop rivets is the muffler assembly which runs out to the in cabin temp sensor in the middle of the two air outlets. If you have a fiber optic inspection device you can see the blend door actuator behind the muffler.
Without the inspection scope you will need to drill out the 2 aluminum rivets and remove the muffler assembly. I've removed most of the right dash and there are three screws which hold the actuator to the heater core box. I got one out, still working on the other two. Second photo shows the heater core box looking down, muffler assembly and the 3 attachment locations for the blend door motor.

Yes, you should be able to follow the wire down to it.
I have read the about drilling for the actuator back bolt(s). There are 2 not one. Is you photo in the area where the arm mechanism is or the outer shell. Under the inner wall, as far as I can tell the sound mat is the only thing on the other side. I was a bit concerned about the accuracy of the dimensions so I decided not to drill the holes.

Yes I have that same panel. It looks to be an access panel for the wiper arm linkage. However, it is too far outboard to be over the blend door actuator.
Finally got my heater box out. I misspoke there are only 2-7mm screws holding it in (see red arrows in attached photo) The third (blue arrow) is just a peg.
